FTAN Advises Members to Withhold Participation in NIHOTOUR Certification Exercise Amid Ongoing Concerns

The Federation of Tourism Associations of Nigeria (FTAN) has advised its member associations not to participate in the ongoing Competency-Based Interview (CBI) and registration exercise being conducted by the National Institute for Hospitality and Tourism (NIHOTOUR).

The federation cited concerns over compliance with ministerial directives and stakeholder engagement.

The exercise commenced on May 5, 2026. NIHOTOUR introduced it as part of its certification and licensing process for operators in the hospitality and tourism sector.In a letter dated April 30, 2026, NIHOTOUR’s Director General, Abisoye Fagade, invited some FTAN member associations to participate.

The invitation described the initiative as a pro-bono registration exercise.However, in an advisory dated May 5, 2026, FTAN President, Aliyu Ajayi Badaki, stated that the federation’s position is based on what it described as unresolved concerns surrounding the implementation of NIHOTOUR’s enabling law.

According to FTAN, the Federal Ministry of Art, Culture, Tourism and Creative Economy had earlier directed NIHOTOUR to engage stakeholders—particularly the organised private sector—to address issues related to the law before proceeding with implementation.

FTAN expressed concern that the current registration and certification exercise was initiated prior to the conclusion of such consultations.

The federation therefore advised its members to refrain from participating until certain conditions are met, including the resolution of outstanding issues and compliance with the ministry’s directive on stakeholder engagement.

he advisory emphasised that its position is intended to protect the interests and collective stance of private sector operators within the tourism industry.Meanwhile, FTAN reaffirmed its willingness to collaborate with government institutions in promoting tourism development.

The federation noted that such collaboration should be guided by inclusiveness, clearly defined roles, and mutual understanding among stakeholders.As of the time of filing this report, NIHOTOUR had not publicly responded to FTAN’s advisory.
